Arif Alvi, Shafqat file acquittal pleas in PTV, Parliament attack cases

President Arif Alvi and federal minister Shafqat Mahmood on Monday filed acquittal petitions in cases related to attacks on Pakistan Television (PTV) and Parliament House in 2014.

As an anti-terrorism court began hearing the cases today, twelve accused in the case filed pleas of exemption from appearing before court.

Among those who filed exemption pleas are Finance Minister Asad Umar and Foreign Minister Shah Mahmood Qureshi.

Last month, the ATC had granted Prime Minister Imran Khan permanent exemption from appearing before it in the two cases.

The cases

The anti-terrorism court is hearing two cases – attack on the state television building and Parliament – against Pakistan Tehreek-e-Insaf (PTI) and Pakistan Awami Tehreek (PAT) leaders.

In August 2014, Khan and Tahir-ul-Qadri took to streets in Islamabad against alleged rigging in 2013 general elections and Model Town sit-in. The protest had continued for 104 days.

During the sit-in, the protesters beat up SSP Asmatullah Junejo on Constitution Avenue when they attacked the Pakistan Television (PTV) headquarters and the parts of the Parliament.

The PTI chief had pleaded the court to transfer the cases to civil court, however, the request was rejected on December 11, 2017.

Accountability court reserves verdict on NAB plea to auction Dar's assets

An accountability court on Monday reserved its verdict on the National Accountability Bureau's (NAB) plea to auction absconding suspect Ishaq Dar's assets in Pakistan.

After hearing the anti-graft body's arguments today, the court reserved its verdict on the plea.

The petition was filed by the NAB after the Pakistan Muslim League-Nawaz (PML-N) leader went to London for medical treatment and continues to abscond in corruption cases against him in the accountability court.

Last week, NAB had submitted to the accountability court details of the former finance minister’s assets that have been seized.

During the last hearing, NAB special prosecutor Imran Shafiq said if reservations are not raised within the given time then the assets can be sold. "The accused can approach the court till six months after the assets are sold," he added.

The NAB prosecutor further said that so far Dar has expressed no reservations and even if he appears before the court after the assets are sold then he can be granted his rights.

Shafiq also requested the court to issue an order regarding Dar properties in Islamabad and Lahore which are beyond the court's ambit.

The case

The former finance minister is accused of possessing assets disproportionate to his declared sources of income.

A reference against the former finance minister was filed by NAB in light of the Supreme Court's July 28 verdict in the Panama Papers case.

Dar had earlier been declared a proclaimed offender by the accountability court due to his continuous absence from the proceedings.

In November 2017, then-prime minister Shahid Khaqan Abbasi had accepted Dar’s request to be relieved of his duties as the finance minister.

Palestinian activist Ahed Tamimi honoured with Real Madrid jersey

Real Madrid were criticised by Israeli officials on Saturday after Ahed Tamimi, a teenager associated with Palestinian resistance to the Israeli occupation, was pictured being presented with a club shirt.

The 17-year-old is visiting Spain this week with her family to participate in various social and political events.

According to top Spanish sports daily Marca, she was offered a Real jersey and posed for photos with Emilio Butragueno, the club s former striker and now director of institutional relations.

However, Real Madrid has not issued any official statement regarding her invitation on its social networks or website. When contacted by AFP, the club declined to comment.

Daniel Kutner, Israel s ambassador to Spain, wrote on Twitter: "Ahed Tamimi does not fight for peace, she defends violence and terror, the institutions that have received and celebrated her indirectly encourage aggression and not the dialogue and understanding that we need."

Emmanuel Nahshon, spokesman for the Israeli foreign minister, described the apparent welcome Real Madrid gave Tamimi as "shameful", describing her as "a terrorist inciting to hatred and violence".

Tamimi has become a figure of Palestinian resistance since spending eight months in prison for slapping two soldiers from the Israel Defence Forces. She was released in late July.

Haven't come to US to ask for aid: Shah Mahmood

Foreign Minister Shah Mahmood Qureshi
Foreign Minister Shah Mahmood Qureshi on Monday said the purpose of his visit to the US was not to seek aid but build deteriorating ties between the two countries.

“I am not here to talk dollars and cents, I am not here seeking aid,” Qureshi said in an interview with Fox News.

The foreign minister said Pakistan wants to fix 'a relationship that went sour – a relationship that has mutually-benefited both sides.'

"We have been allies for a long time, it is time to rebuild that powerful relationship," Qureshi said.

Talking about Dr Shakil Afridi, the foreign minister said the issue could be discussed with the US Secretary of State Mike Pompeo.

Afridi’s future, Qureshi further said, lies not with politics but with the courts.

“We have a legal process. Afridi went through that legal process, he was given a fair chance to plead his case. He was sentenced, he was convicted and is serving a sentence,” Qureshi added. “We expect you to respect our legal process, as we respect yours.”

Qureshi represented Pakistan at the United Nations General Assembly in New York last week. He is scheduled to meet Pompeo in Washington on Tuesday.

Last month, the US made the final decision to cancel another $300 million in aid to Pakistan that had been halted over what the former claims is the latter's failure to take decisive action against militants.

The so-called Coalition Support Funds (CSF) were part of a broader suspension in aid to Pakistan announced by US President Donald Trump at the start of the year when he accused Pakistan of rewarding past assistance with “nothing but lies & deceit.”

The US Defense Secretary Jim Mattis, who had an opportunity to authorise the said $300 million in CSF funds through this summer — if he saw concrete Pakistani actions to go after insurgents — chose not to do so, despite some US officials having held out the possibility that Islamabad could win back that support if it changed its behaviour.

“Due to a lack of Pakistani decisive actions in support of the South Asia Strategy the remaining $300 (million) was reprogrammed,” Lieutenant Colonel Kone Faulkner, the spokesperson, said, adding that the Pentagon aimed to spend this money on “other urgent priorities” if approved by US Congress.

Faulkner said another $500 million in CSF was stripped by the Congress from Pakistan earlier this year, which brings the total withheld funds to $800 million.

Iranian TV aired footage showing a March encounter when the USS Theodore Roosevelt was shadowed by a pack of fast attack craft apparently manned by the Islamic Republic’s elite Revolutionary Guards.

The camera, said to be installed on a nearby Iranian vessel, captures the USS Roosevelt, a Nimitz-class aircraft carrier, as well as her escort ship traversing waters of the Straits of Hormuz. Multiple Revolutionary Guard speedboats are seen closing in on the US carrier while an American helicopter is seen cruising over the area.

Some activity may be spotted on Roosevelt’s upper deck, with another helicopter preparing to take off. The video was part of an Iranian documentary on the encounter that took place on March 21 in Persian Gulf waters.

The 100,000-ton USS Roosevelt has been deployed to the Gulf since last year. Aside from a 5,000-strong crew, she usually carries up to 130 aircraft, including F/A-18 Super Hornet fighters, EA-18G Growler electronic warfare jets as well as E-2 Hawkeye airborne early warning planes.

Mid-sea encounters between US and Iranian ships are not uncommon. The latest encounter took place in August last year, when an Iranian drone shadowed the USS Nimitz carrier overnight and came close enough to capture F-18 fighter jets on the flight deck. US Navy claimed the drone operator did not respond to repeated radio calls and represented a danger for the sailors.
Later in the month, the same type of drone came within 200 feet (62 meters) of a F/A-18E Super Hornet while it was on the final approach to the Nimitz, forcing the pilot to change course. Unnamed Pentagon officials accused Iran of acting in an “unsafe and unprofessional” manner.

Of the incidents at sea, the heaviest one involved Iranian forces capturing and holding ten US sailors who strayed into the Islamic Republic's territorial waters. The sailors were manning two US boats armed with machine guns and were detained after one of the vessels suffered a mechanical failure.

At the time, Tehran demanded a formal apology from US Secretary of State for the breach of Iranian sovereignty and urged US Navy to stay away from Iran’s maritime borders. Iran also consistently accused US sailors of carrying out provocative movements close to its waters.

On September 25, a session of the PML-N had decided to name party President Shehbaz Sharif as its candidate for chairman PAC.

The helicopter of Azad Jammu and Kashmir Prime Minister Raja Farooq Haider was reportedly fired upon when it was flying atop Pakistan’s airspace Sunday.

According to details, the AJK prime minister had been travelling to offer condolences on the demise of an acquaintance when his white civil helicopter was shot at from an Indian checkpost.

It is mandatory for Pakistan and India to inform each other beforehand the movement of military aircrafts. The procedure, however, is not a prerequisite for the movement of civil helicopters.

Later, the white helicopter, confused with a Pakistani military chopper by the Indian military, carrying AJK Prime Minister Raja Farooq Farooq Haider landed safely.

Information Minister Fawad Chaudhry on Sunday asserted that all state institutions stand by Prime Minister Imran Khan and are working together to lead the country toward development.

While talking to journalists, Information Minister Fawad Chaudhry said that before Khan came to power, every politician thought that “corruption was their right”. However, PM Khan had ended tolerance for corruption after he assumed office, Chaudhry claimed.
When people do not have money to buy medicines then how can a prime minister live lavishly?” said Fawad Chaudhry.

“They [the previous government] had ordered cars worth Rs980 million for one SAARC conference,” Chaudhry said, adding that the maintenance expenditure of the cars amounted to Rs350m.

He said that previous governments had left the country up to its eyeballs in debt by spending huge amounts of money on extravagance. The new premier was trying to repay this debt.
He further said that the budget allocated to state institutions like Pakistan International Airlines (PIA), Pakistan State Television (PTV) and Radio Pakistan, among others, exceeded the returns, thus increasing state expenditure.

“The state is giving Rs3 billion to PTV and it earns only Rs250m,” Chaudhry revealed. “The expenses of PIA are Rs45bn while Radio Pakistan is given Rs5,650m by the state.” He hailed PM Khan as a “symbol of change” and a “representative of the middle class”.

Fawad Chaudhry said that the Pakistan Tehreek-e-Insaf led government brought down the expenses of the Prime Minister House from around Rs1 billion to mere lakhs (under one million rupees).

The PTI leader said that auctioning the PM House buffaloes was a decision to make sure the message is conveyed to the public regarding austerity measures of the government.

Earlier on Septerber 29, Information Minister Chaudhary Fawad had expressed hope that PTI candidates would win with the overwhelming majority in by-elections.

Addressing media in Bani Gala in Islamabad, he said the government did not believe in interventions in elections and that is why no administrative changes have been made in the constituencies where by-elections are being held.

In yet another hapless incident of similar nature, eight-year-old Aqsa on Sunday succumbed to injuries of stray bullet.

As per details acquired, Aqsa was rushed to hospital on Firday after she was hit by a stray bullet in her school. Medics disclosed that bullet had hit Aqsa’s lungs.

Aqsa was under treatment at National Institute of Cardiovascular Diseases (NICVD).

Aqsa remained in Intense Care Unit( ICU) for 48 hours. Eventually, she lost her battle for life.

In a similar incident occurred few days ago, a ten-year-old girl Amal fell prey to stray bullet during cross-firing between police and robbers. Supreme Court has taken suo motu notice of the incident and constituted a committee to determine those responsible.

The Chief Justice of Pakistan (CJP) Justice Saqib Nisar on Sunday ordered the authorities to arrest Mansha Bomb, who is accused of operating a land grabbing group in Lahore.

A two-member bench of the apex court was hearing a citizen's petition against the land grabber at the Supreme Court's Lahore Registry.

PTI MNA Malik Karamat Khokhar and MPA Nadeem Abbas were present in court.

As the hearing went under way, the top judge asked, "Who is Mansha Bomb?"

The police superintendent apprised the bench that the man was part of a huge lang grabbing group in Johar Town.

The police superintendent further said that Mansha Bomb along with his sons is accused of illegally grabbing land in Johar Town. "70 cases have been registered against Mansha," the SP said.

"When we took action on the court's orders, we started receiving calls to stop our operation," the police official said.

In response, the chief justice inquired who had called the police officer to ask for favours.

The SP then told the judge that Khokhar had asked the police to not arrest Mansha Bomb.

"Did the nation vote PTI to power to become thugs? Will they make naya Pakistan' by helping criminals?" the chief justice remarked.

Addressing Khokhar, the chief justice said, "If the inquiry proves that you called the police to stop them from arresting Mansha, you will not return back [from the court] as an MNA."

Khokar, however, denied any association with Mansha. He further informed the court that he had not called the SP. "I had called the DIG Operations," Khokar added.

The chief justice then summoned the DIG Operations.

During the hearing, Abbas broke into tears. "The SP has registered false cases against me. I will resign if proven guilty in these cases," he said.

In response, the top judge said: "Why don't you go ahead and resign first? Let me tell you why...because you lack the courage to do so."

"You people become thugs outside the court but shed tears here," Justice Nisar remarked, adding that he will not allow any thug to reside in Pakistan.

Issuing orders to immediately arrest Mansha, the court adjourned the hearing till 3.30pm.

The newly appointed governor of Gilgit Baltistan, Raja Jilal Hussain Maqpoon, took his oath on Sunday in the Governor House.

Justice Javed Iqbal, acting chief of the Supreme Appellate Court, administered the oath. Maqpoon, who has now become the 6th governor of the region, is the provincial president of the Pakistan Tehreek-i-Insaf (PTI).

On Friday, Mir Ghazanfar Ali Khan had resigned from the governorship of Gilgit-Baltistan. Khan, who belongs to the Pakistan Muslim League-Nawaz (PML-N), tendered his resignation to President Arif Alvi.

At present, the region is ruled by the PML-N government and the GB assembly’s term will end in 2020.

Media reports suggested that a few days ago a representative of the federal government had held a meeting with Governor Khan and asked him to resign from his post. Khan had decided to resign from his post to avoid any controversy.

According to the GB Order 2018, a person selected for the post of GB governor should be a local resident.

Maqpoon was defeated by PML-N candidate Akbar Khan Taban in the GB Assembly election from the Skardu constituency in 2015 by one vote.

Earlier while talking to Dawn, Maqpoon had said that in a meeting held in Islamabad last week he was asked to assume the GB governor’s office. However, he added, he had suggested that another person from the party should be considered for the post.

According to him, PTI senior leader Jahangir Khan Tareen wanted him to be the GB governor.

Turkish President Recep Tayyip Erdogan was to open one of Europe s largest mosques in Cologne on Saturday as he wrapped up a controversial visit to Germany, with police deploying in force to manage the rival rallies.

The inauguration will mark the closing event of his three-day state visit, aimed at repairing frayed ties with Berlin after two years of tensions.

Erdogan left the German capital after a breakfast meeting with Angela Merkel, their second talks in two days.

While both leaders signalled their interest in a cautious rapprochement, the German chancellor stressed that "deep differences" remained on civil rights and other issues.

Erdogan then travelled to the western city of Cologne where several thousand critics took to the streets, protesting everything from Turkey s record on human rights and press freedom to its treatment of minority Kurds.

On the bank of the Rhine, demonstrators waved banners reading: "Erdogan not welcome".

Cansu, a 30-year-old student of Turkish origin, came from Switzerland to join the protest.

"I want to be the voice of people who can t take to the streets in Turkey. Because they have been arrested, killed or otherwise suppressed. Erdogan thinks anything that differs from his opinion is terrorism."

Tomas, a German student, turned up in a white suit splattered with fake blood. He and several others carried a giant banner that read "Dictator. Mass murderer".

"We are here to show Cologne does not want you," the 22-year-old said.

 Erdogan supporters meanwhile gathered at the Cologne Central Mosque, an imposing dome-shaped building commissioned by the shadowy, Turkish-controlled Ditib organisation.

Cologne police cordoned off a large area around the mosque for safety reasons, but thousands of Erdogan supporters spilled into closed-off side streets, eager for a glimpse of the Turkish leader.

Many waved Turkey s red and white flag or held up pictures of Erdogan, with the crowd occasionally breaking into cheerful chants of "Who is the greatest? Turkey!"

"Erdogan is very popular because he has done a lot for his people," said Yusuf Simsek, 42, a computer technician with Turkish roots.

Semra, a 41-year-old kitchen worker, agreed.

"I don t care about the criticism. He s doing everything that s right for Turkey and we are fully behind him."

Both Cologne mayor Henriette Reker and the state s premier Armin Laschet declined to attend the mosque ceremony.

The snubs echoed the lukewarm welcome the Turkish leader received at a state dinner on Friday evening hosted by German President Frank-Walter Steinmeier, which several opposition politicians boycotted. Merkel also skipped the banquet.

 Ties between the two NATO countries soured after Berlin criticised Ankara s crackdown on opponents following a failed 2016 coup, which saw tens of thousands arrested.

Tensions eased somewhat after several high-profile German-Turkish nationals were released this year, but five remain behind bars.

Merkel, whose country is home to more than three million ethnic Turks, stressed the need for continued dialogue to overcome disagreements.

But she also highlighted Germany s interest in a "stable" Turkey, which she relies on to help stem the flow of migrants to Europe.

Erdogan, seeking international allies as he spars with US President Donald Trump and the Turkish economy is in turmoil, likewise struck a conciliatory tone.

But he also pressed Germany to take stronger action against "terrorists" like supporters of the Kurdistan Workers Party (PKK) or followers of Muslim cleric Fethullah Gulen, whom he blames for the coup attempt.

 Cologne is located in North Rhine-Westphalia state which is home to significant numbers of ethnic Turks, many of whom moved to Germany as so-called "guest workers" from the 1960s.

The giant Cologne Central Mosque finally opened its doors in 2017 after eight years of construction and budget overruns.

The size of the building, designed to resemble a flower bud opening, and its two towering minarets has disgruntled some locals, triggering occasional protests.

The Turkish-Islamic Union of the Institute for Religion (Ditib) that commissioned the glass and cement structure is itself not without controversy.

The group runs hundreds of mosques across Germany with imams paid by the Turkish state.

Known for its close ties to Ankara, it has increasingly come under scrutiny with some of its members suspected of spying on Turkish dissidents living in Germany.

Pakistan Muslim League-Nawaz (PML-N) leader Khawaja Saad Rafique on Sunday stressed that the government should quit its attempts to roll back the China-Pakistan Economic Corridor project.

Speaking to party leaders in Lahore, Rafique said the government's failure was evident from its foreign policy.

"The government is trying to sabotage the CPEC project but it should quit its attempts to do so," the PML-N leader said.

Further, the former minister also criticised the Pakistan Tehreek-e-Insaf government for 'destroying public institutions.'

"The current government is destroying [public] institutions that we had improved," the PML-N leader said. "We revived the railways department but the government seems to be inclined on destroying it."

Moreover, Rafique expressed his disappointment with the Railways Minister Sheikh Rasheed Ahmad's attitude towards 'honest officers' of the department.

"Sheikh Rasheed has given proof of his ignorance by mistreating honest officers," he said.

The PML-N leader also criticised the government for increasing the prices of essential commodities like electricity and gas.

"They are unable to take the country's affairs forward. They are incapable and inexperienced," he added.

The Pakistan Tehreek-e-Insaf government had announced to open official buildings for public use soon after taking charge.

On its opening day, students of two girls collages are visiting the building, with the Governor House being opened to families in the future.

“We are very excited to have a chance to visit the Governor House,” one of the students visiting the KP Governor House said.

Another student said, “This is the first time we have a chance to see what is inside the building. I am looking forward to it.

Earlier this month, Governor House Punjab along with the Governor House in Murree were opened to the public after receiving Prime Minister Imran Khan’s directives on the matter.

On September 7, the Sindh Governor House opened its door for citizens. The public has been allowed to walk in the spacious garden and permitted to enter the historic building.

Government to take custody of KP Ehtesab Commission

Government to take custody of KP Ehtesab Commission
The provincial government has decided to take custody of Khyber Pakhtunkhwa (KP) Ehtesab Commission's assets.

According to sources, the assets will be handed over to the province's Establishment and Administration Department.

Further, the Ehtesab Commission's cases will be transferred to the National Accountability Bureau (NAB) and Directorate of Anti Corruption.

While some of the commission's staff will be able to opt for a golden handshake, others will be added to the surplus pool. The provincial cabinet will subsequently decide on revising the status of 41 contractual employees.

Speaking to media, KP Secretary Establishment Arshad Majeed said, "Implementation on the provincial government's decision to close down the commission is under way."

"In this regard, a repeal act has been sent to the government for approval," he added.

The commission was established in 2014 through the Ehtesab Commission Act.

Death toll in Indonesia quake-tsunami tops 800
The death toll from a powerful earthquake and tsunami in Indonesia leapt to 832 Sunday, as stunned people on the stricken island of Sulawesi struggled to find food and water and looting spread.

The new toll announced by the national disaster agency was almost double the previous figure. Indonesian vice-president Jusuf Kalla said the final number of dead could be in the "thousands."

"It feels very tense," said 35-year-old mother Risa Kusuma, comforting her feverish baby boy at an evacuation centre in the gutted coastal city of Palu. "Every minute an ambulance brings in bodies. Clean water is scarce. The minimarkets are looted everywhere."

Indonesia’s Metro TV on Sunday broadcast footage from a coastal community in Donggala, close to the epicentre of the quake, where some waterfront homes appeared crushed but a resident said most people fled to higher ground after the quake struck.

"When it shook really hard, we all ran up into the hills," a man identified as Iswan told Metro TV.

In Palu city on Sunday aid was trickling in, the Indonesian military had been deployed and search-and-rescue workers were doggedly combing the rubble for survivors — looking for as many as 150 people at one upscale hotel alone.

"We managed to pull out a woman alive from the Hotel Roa-Roa last night," Muhammad Syaugi, head of the national search and rescue agency, told AFP. "We even heard people calling for help there yesterday."

"What we now desperately need is heavy machinery to clear the rubble. I have my staff on the ground, but it's impossible just to rely on their strength alone to clear this."

There were also concerns over the whereabouts of hundreds of people who had been preparing for a beach festival when the 7.5-magnitude quake struck Friday, sparking a tsunami that ripped apart the city's coastline.

A Facebook page was created by worried relatives who posted pictures of still-missing family members in the hopes of finding them alive.

Amid the levelled trees, overturned cars, concertinaed homes and flotsam tossed up to 50 metres inland, survivors and rescuers struggled to come to grips with the scale of the disaster.

Indonesian president Joko Widodo was expected to travel to the region to see the devastation for himself on Sunday.

On Saturday evening, residents fashioned makeshift bamboo shelters or slept out on dusty playing fields, fearing powerful aftershocks would topple damaged homes and bring yet more carnage.

C-130 military transport aircraft with relief supplies managed to land at the main airport in Palu, which re-opened to humanitarian flights and limited commercial flights, but only to pilots able to land by sight alone.

Satellite imagery provided by regional relief teams showed the severe damage at some of the area's major sea ports, with large ships tossed on land, quays and bridges trashed and shipping containers thrown around.

Hospitals were overwhelmed by the influx of those injured, with many people being treated in the open air. There were widespread power blackouts.

"We all panicked and ran out of the house" when the quake hit, said Anser Bachmid, a 39-year-old Palu resident. "People here need aid — food, drink, clean water."

'I just ran'
Dramatic video footage captured from the top floor of a parking ramp as the tsunami rolled in showed waves bringing down several buildings and inundating a large mosque.

"I just ran when I saw the waves hitting homes on the coastline," said Palu resident Rusidanto, who like many Indonesians goes by one name.

About 17,000 people had been evacuated, the government disaster agency said and that number was expected to soar.

"This was a terrifying double disaster," said Jan Gelfand, a Jakarta-based official at the International Federation of Red Cross and Red Crescent Societies.

"The Indonesian Red Cross is racing to help survivors but we don't know what they'll find there."

Images showed a double-arched yellow bridge had collapsed with its two metal arches twisted as cars bobbed in the water below.

A key access road had been badly damaged and was partially blocked by landslides, the disaster agency said.

Evening prayers
Friday's tremor was also felt in the far south of the island in its largest city Makassar and on neighbouring Kalimantan, Indonesia's portion of Borneo island.

As many as 2.4 million people could have felt the quake, the disaster agency said.

The initial quake struck as evening prayers were about to begin in the world's biggest Muslim majority country on the holiest day of the week, when mosques are especially busy.

Indonesia is one of the most disaster-prone nations on earth.

It lies on the Pacific "Ring of Fire", where tectonic plates collide and many of the world's volcanic eruptions and earthquakes occur.

Earlier this year, a series of powerful quakes hit Lombok, killing more than 550 people on the holiday island and neighbouring Sumbawa.

Indonesia has been hit by a string of other deadly quakes including a devastating 9.1-magnitude earthquake that struck off the coast of Sumatra in December 2004.

That Boxing Day quake triggered a tsunami that killed 220,000 throughout the region, including 168,000 in Indonesia.

OIC calls for end to hate campaigns against Islam

The foreign ministers of Organisation of Islamic Cooperation (OIC) member countries adopted a strongly worded statement — sponsored by Pakistan and Turkey — denouncing the increasing attacks on Islam, its revered personalities and symbols, and called for an immediate end to such campaigns.

The ministers met on Friday on the margins of the 73rd session of the UN General Assembly being held in New York.

Speaking at the meeting, Foreign Minister Shah Mahmood Qureshi expressed deep concern over the misrepresentation of Islam as well as at the activities that have hurt the feelings of Muslims all over the world, especially the disrespect shown to the most revered personality of Islam.

In the statement, which was approved by the ministerial meeting, serious concern was expressed on the intensification of hate campaigns which were deliberately targeting Muslims and the Islamic religious symbols.

The joint statement rejected provocative acts like the holding of the caricature contest to ridicule Islam, "which was clearly aimed at inciting violence".

Ever since the competition was announced, Pakistan raised the issue at the diplomatic level with the United Nations, OIC, and European Union and sensitised world leaders.

Foreign Minister Qureshi wrote to the OIC Secretary-General, the UN Secretary-General, the Dutch foreign minister and foreign ministers of Islamic countries to jointly act against Islamophobic acts.

Pakistan also requested the convening of an emergency session of the OIC Executive Committee to take stock of the situation arising from the acts denigrating Islam.

Prime Minister Imran Khan on assuming office expressed serious concern regarding this issue during his very first cabinet meeting. The cabinet adopted a resolution condemning the campaign of ridiculing Islam.

Later, both houses of the parliament also adopted resolutions, calling for halting such activities. PM Khan had assured the parliament that matter will be raised during the OIC Ministerial Meeting in New York.

In his bilateral meetings in New York, Foreign Minister Qureshi expressed serious concern at the alarming rise in defamatory activities which were hurting the sensibilities of the Muslims.

He affirmed that freedom of expression comes with concomitant responsibilities, and should be exercised keeping in view the ethical, moral and legal obligations.

The statement takes notes of the important resolutions adopted by the OIC, the UN Human Rights Council and the UNGA condemning attacks on Islam, combating intolerance, negative stereotyping and stigmatisation and discrimination, and incitement to violence against persons based on religion and belief.

In particular, the statement points to various steps proposed by the OIC to foster an environment of peace, religious tolerance and respect as well as measures to be taken by the states in their domestic sphere.

The statement is said to be in line with the government's commitment to play its role in garnering support through OIC's joint action, building solidarity and unity among Muslim countries, standing united for the common cause of upholding the values of Islam, and engaging with other countries to promote a culture of peace and tolerance.

Palestinian foreign minister Riyad al-Maliki said on Saturday the Palestinians have petitioned the UN's top court, alleging that the US inauguration of an embassy in Jerusalem was illegal.

The Palestinians have filed a lawsuit at the International Court of Justice (ICJ) “for violating international law by moving its embassy in Israel to the occupied city of Jerusalem”, he said, quoted by the official Palestinian news agency WAFA.

In December, US President Donald Trump recognised Jerusalem as the capital of Israel, despite Palestinian claims on part of the city and breaking with longstanding US policy.

Palestinians have since refused all contact with the Trump administration.

The US embassy was transferred from Tel Aviv to Jerusalem on May 14, a day marked by mass protest in the Gaza Strip, where about 60 Palestinian protesters were killed by Israeli fire in border clashes.

Israel occupied east Jerusalem along with the West Bank in the 1967 Six-Day War and later declared the entire city its united capital.

Palestinians claim the predominantly Arab eastern area as the capital of a future Palestinian state.

UN resolutions call on countries to refrain from moving their embassies to the city until its status is resolved in an Israeli-Palestinian deal.

“The ICJ was asked to declare that moving the embassy to occupied Jerusalem constituted a violation of the Vienna Convention on Diplomatic Relations,” WAFA wrote in English.

The court said the Palestinian suit, filed on Friday, called on the body “to order the United States of America to withdraw the diplomatic mission from the Holy City of Jerusalem and to conform to the international obligations flowing from the Vienna Convention”.

An official of the Palestine Liberation Organisation (PLO) said it was the first time Palestinians had petitioned the court against the United States.

In November 2012, the UN General Assembly recognised the Palestinian Authority as a “non-member observer state”.

This allowed the Palestinians to join UN bodies such as the ICJ and also the International Criminal Court (ICC), which is a separate institution.

Previously, the Palestinians had asked the UN General Assembly to seek a ruling on their behalf over Israel's West Bank separation barrier.

In 2004, the court issued a non-binding ruling that the network of walls and fences was illegal and called for sections to be dismantled.

Israel said it had no intention of complying.

The ICC was set up in 2002 with jurisdiction to investigate and prosecute the world's worst crimes including genocide, war crimes and crimes against humanity.

Neither the United States nor Israel are signatories to the ICC.

Earlier this month, Palestinian official Saeb Erekat said the Palestinians had filed a petition there against Israel over its pending demolition of the Palestinian Bedouin village of Khan al-Ahmar in the occupied West Bank.

They have previously filed suit to the ICC claiming Israeli war crimes in the West Bank, Gaza Strip and east Jerusalem.

High-level Saudi delegation to arrive in Pakistan today
A high-level Saudi delegation, due to arrive in Pakistan today, is expected to sign five important Memorandums of Understanding (MoUs) with the government.

The Saudi delegation will include petroleum ministers as well as the Saudi finance minister and the energy minister, according to an announcement by Information Minister Fawad Chaudhry.

The prospect of setting up oil refineries in Gwadar is likely to be discussed by the delegation. According to sources, the Saudi officials are expected to sign an agreement to sell petroleum products to Pakistan on deferred payments.

During its six-day visit to Pakistan, the Saudi delegation will also sign an MoU to make investments in the Balochistan Reko Diq gold and copper mines, sources said.

Further, agreements to privatise two Liquefied Natural Gas (LNG) power plants and sale of phosphate-containing fertilisers to Pakistan are also expected to be signed by the delegation.

The Saudi delegation will also visit the Gwadar port and Reko Diq project, sources further said.

Earlier this week, Information Minister Chaudhry said pacts with the Kingdom will be transparent and a huge investment will be made by the country.

Pakistan and Saudi Arabia signed “three grant agreements” to bring major investment in the country after the former invited the country to become the third partner in the China-Pakistan Economic Corridor (CPEC) plan.

Another flamboyant Pakistani all-rounder Abdul Razzaq has joined Lahore Qalandars’ squad for next month’s Abu Dhabi T20 tournament, which will be played next month.

The signing was announced from Qalandars’ official Twitter handle with a video message from the all-rounder saying that he’s excited to be a part of the Qalandars’ squad for the tournament which will feature T20 teams from various countries.

“Abdul Razzaq is excited to represent Lahore Qalandars in Abu Dhabi T20 and is hoping to apply his exceptional skills and expertise to help his team emerge victorious,” said the tweet on Qalandars official account.

Razzaq, in the message, stated that he’s thankful to the management of Lahore Qalandars.

“I am going to play for Lahore Qalandars in the Abu Dhabi tournament. I am very excited and thankful to Aaqib Javed, the coach of Lahore Qalandars,” the 38-year-old said.

Razzaq, who last played for Pakistan in 2013, has this year made a comeback in domestic cricket representing PTV team in Quaid-e-Azam Cup, the national one-day tournament.

Qalandars had earlier announced signing Imran Nazir for the same tournament. Imran is eyeing a return to international cricket after recovering from arthritis that kept him out for almost five years.

The Abu Dhabi tournament will feature teams of Lahore Qalandars of PSL, Boost Defenders of Afghanistan’s Shpageeza Cricket League, Hobart Hurricanes of Australia's Big Bash League, Titans from South Africa’s Ram Slam T20 Challenge, Yorkshire Vikings from England’s T20 blast and Auckland Aces from New Zealand’s Super Smash.

The tournament will be played from October 4 to 6.

SBP increases interest rate by 100bps to 8.5 per cent

The State Bank of Pakistan (SBP) has decided to spike target policy rate by 100 bps to 8.5 percent effective from 1st October 2018 in order to further consolidate efforts required to ensure macroeconomic stability, it said in a statement.

The central bank said that though political uncertainty has relatively subsided due to smooth transition between governments, “concerns on the economic front continue to persist on the back of rising inflation and large twin deficits that are likely to compromise the sustainability of the high real economic growth path”.

“Inflation is inching up, particularly from March 2018 onwards. So far, in the first two months of FY19, headline CPI inflation has averaged 5.8 percent as compared to 3.2 percent for the corresponding months of FY18, and an average of 3.9 for all of FY18,” it said.

The bank said that for FY19, SBP’s inflation projections show that the average headline inflation is expected to fall in the revised forecast range of 6.5-7.5 percent. It cited higher than anticipated increase in international oil prices, increase in domestic prices, continuing second round impact of previous exchange rate depreciation, etc.

“The government is also now pursuing a fiscal consolidation program and has further announced regulatory measures to slowdown the growing pressures on the external front. As a result, domestic demand is projected to decelerate in the coming months of FY19,” it added.

The SBP projected the real GDP growth for FY19 at around 5.0 percent.

“The current account deficit continues to pose a challenge. Despite some growth in workers’ remittances and exports in the first two months of FY19, a notable increase in the value of oil imports has kept the current account deficit at US$2.7 billion, as compared to US$2.5 billion, in the corresponding period last year despite non-oil imports declining during the period. Owing to these developments SBP’s net liquid FX reserves have declined to US$ 9.0 billion as of 19th September, 2018 compared to US$ 9.8 billion at the end of FY18,” the statement added.

The bank further added that during 1st July to 14th September FY19 Private Sector Credit (PSC) performed relatively better, mainly due to conducive exports demand amid GSP plus status, improved availability of energy and higher working capital needs due to capacity additions in the last three years.

He said India called off dialogue with Pakistan multiple times on flimsy grounds, preferred politics over peace – used the pretext of stamps issued of a Kashmiri activist and depicting grave human rights violations, including pellet gun victims, as an excuse to back out from the talks.

“Pakistan continues to face terrorism financed and orchestrated by India – shall never forget the mass murder of more than 150 children in a Peshawar School, the terrible Mastung attack and others that have links with terrorists supported by India,” he said.

“If India ventures across the LoC, or acts upon its doctrine of “limited” war against Pakistan, it will evoke a strong and matching response,” Qureshi warned.

Serving Indian Naval officer Kulbhushan Jadhav provided evidence of Indian financed, planned and executed acts of terrorism and violence in Pakistan.

Pakistan once again vindicated its dominance in Asian junior squash by winning three Gold medals and one silver medal in the Asian Junior Squash Championship in Chennai.

Abbas Zeb, Hamza Ali Khan and Haris Qasim won the finals of their respective age categories on Saturday while Anas Ali Shah lost the final of U13 and bagged Silver medal.

The final of U19 category was won by Abbas Zeb as he defeated the second seed Chung Yat Long convincingly by margin of 11-4, 11-3 and 11-4.

The U17 age group final between Pakistan’s Haris Qasim and Malaysia’s Mohammad Amir Amirul Bin Azhar was a nail biting encounter. Haris came back from 0-2 deficit to win the game 3-2 and add another gold medal to Pakistan’s tally.

The score for Haris Qasim’s victory was 10-12, 8-11, 11-9, 11-5 and 11-9.

In U15 final, Pakistan’s Mohammad Hamza Khan outclassed India’s Arnaav Sareen in straight games with the score of 11-6, 11-9 and 11-7.

However, Anas Ali Shah went down fighting 3-1 against India’s top seed player Yuvraj Wadhwani in the final of U13 competition and got the silver medal.

The officials of Pakistan Squash Federation has expressed delight over the performance of Pakistan’s junior team in Asian junior Squash Championship and has hoped for a better future in sport for the country.

PM directs provinces to identify possible sites for establishing tourist resorts

Prime Minister Imran Khan says a detailed and comprehensive policy will be made to promote tourism in the country in order to make this sector stronger.

He was chairing a meeting of Task Force on Tourism in Islamabad on Saturday.

The Prime Minister said the handing over of administration of government rest houses to private sector under a transparent and pre-arranged mechanism will promote tourism and ensure proper usage of these assets.

He further said that by paying attention on historical sites dotted around the country will provide employment opportunities to millions of youth. The Prime Minister said tourism potential of the country could be highlighted across the country and abroad by using the modern technology and social media.

Imran Khan said promotion of tourism is responsibility of the provincial governments but the federal government will help them overcome the obstacles and increasing their capacity.

He said special attention needs to be given on promotion of eco, religious and adventure tourism as well as establishment of tourist resorts in the country.

The Prime Minister directed the provincial governments and relevant departments to formulate a comprehensive plan and a time-table for set targets keeping in view the Terms of Reference of the task force.

He also asked the provincial representatives in the task force to identify new tourist points in their respective provinces and areas within a week.

Govt decides to keep petroleum product prices unchanged
The Pakistan Tehreek-e-Insaf (PTI) government has decided to keep petroleum product prices unchanged for October 2018 in a bid to provide relief for consumers.

The decision came despite the fact that the Oil and Gas Regulatory Authority (Ogra) had recommended an increase of up to Rs4.41 per litre in prices of petroleum products for the monthly rate revision for October.

Talking to media on Saturday, Finance Minister Asad Umar said the government had decided not to increase petroleum product prices for the month of October. Existing prices would be maintained as the government did not want to burden consumers with the price hike, he said.

The regulator had proposed an increase of Rs4.10 per litre in the price of petrol and Rs4.41 per litre for high-speed diesel. For kerosene oil and light diesel oil, it proposed increase of Rs3.66 and Rs3.39 per litre respectively.

The Election Commission of Pakistan has issued the schedule and voters’ list for by-elections in the constituencies of national and provincial assemblies.

According to ECP, 5.57 million voters are registered to cast their ballots in 12 constituencies of the National Assembly.

In the provinces, 2.39 million voters will cast their ballots in 12 constituencies of Punjab, 1.58 million in 10 of Khyber Pakhtunkhwa, 483,167 in three of Sindh and 183,381 in two of Balochistan.

As per the schedule, by-polls will be held on a total of 39 constituencies 36 on October 14 and the remaining three have been scheduled for October 31.

Eleven National Assembly and 26 provincial assembly seats fell vacant due to different reasons, including resignations by those elected on more than one seat and death of some contesting candidates.

Four of the 11 National Assembly seats have been vacated by Prime Minister-elect Imran Khan who won all five seats he contested. The seats vacated by him are: NA-35 (Bannu), NA-53 (Islamabad), NA-131 (Lahore) and NA-243 (Karachi). Two National Assembly seats NA-65 (Chakwal) and NA-69 (Gujrat) have been vacated by Chaudhry Pervez Elahi of PML-Q, who has now been elected the Speaker of Punjab Assembly.The seat of NA-56 (Attock) has been vacated by retired Maj Tahir Sadiq of PTI who also won from adjacent NA-55 seat. Likewise Ghulam Sarwar Khan has vacated NA-63 seat. He also won from NA-59 (Rawalpindi). Another seat, NA-124 (Lahore), has been vacated by PML-N leader Hamza Shahbaz Sharif, who has chosen to retain the provincial assembly seat he also won in the election.

There are 13 provincial assembly seats in Punjab on which by-elections will be held. They include PP-3 Attock, PP-27 Jhelum, PP-87 Mianwali, PP-103 Faisalabad, PP-118 Toba Tek Singh, PP-164 and PP-165, Lahore, PP-201 Sahiwal, PP-222 Multan, PP-261 Rahim Yar Khan, PP-272 Muzaffargarh, PP-292 Dera Ghazi Khan and PP-296 Rajanpur. Nine provincial assembly seats of Khyber Pakhtunkhwa on which by-elections will be held include PK-3 and PK-7 Swat, PK-44 Swabi, PK-53 Mardan, PK-61 and 64 Nowshera, PK-78 Peshawar and PK-97 and PK-99 Dera Ismail Khan.Two provincial assembly constituencies each from Sindh and Balochistan, where by-polls will be held include PS-87 Malir and PS-87 Khairpur; and PB-35 Mastung and PB-40 Khuzdar respectively.

The national and provincial assembly seats fell vacant due to the death of candidates or resignation of elected lawmakers from seats as they had won more than one seat in General Elections 2018 held on July 25.

LHC Orders To Register All Illegal Housing Societies in Punjab
Lahore High Court (LHC) on Saturday has ordered to register all illegal housing societies of Punjab.

During the hearing, Justice Ali Akbar Qureshi has directed to complete the process in a month. He has also instructed Punjab Chief Secretary to constitute high-level committee in this regard.

Lahore Development Authority (LDA) had issued list of illegal housing societies in Lahore. These included Al-Rehmat Town, Theme Park View Housing Scheme, Kamboh Colony, Bin Alam City and others.

Earlier, forensic audit team of National Accountability Bureau (NAB) had also sealed offices of more than 17 illegal housing societies in Sargodha and directed the concerning authorities to stop sale of plots or houses.

The bureau had also demanded to lodge case against the developers for violating Punjab Private Housing Schemes act 2010.

Nasir Shah refutes Taimur Talpur‘s claim of horse-trading
Senior Sindh minister Nasir Hussain Shah on Saturday has refuted Pakistan Peoples Party (PPP) leader Taimur Talpur‘s claim of horse-trading during Senate polls.

In a statement, Nasir said that one party received more votes during Senate elections due to rift in other parties.

Earlier, Election Commission of Pakistan (ECP) had summoned Taimur Talpur on October 4.

On Thursday, in a startling revelation, PPP lawmaker Taimur Talpur had confessed to horse-trading in the Senate elections in the huddle of the Sindh Assembly.

Taimur said, “Senate polls witnessed horse-trading. The member who sold his vote to Pakistan Peoples Party (PPP) was also sitting in the House”.

"We made a commitment that we won t ever discuss this,” said Nawab Muhammad Taimur Talpur in the Sindh Assembly.

A ruckus erupted in Sindh Assembly soon after Talpur’s remarks as opposition’s lawmakers—who were left flabbergasted by the unforeseen disclosure staged protest and urged Chief Justice of Pakistan (CJP) Justice Saqib Nisar to take suo motu notice and initiate a thorough probe into the matter.

Nawaz-led PML-N had accused PTI of selling their votes to PPP co-chairman Asif Ali Zardari while terming PPP and PTI two sides of the same coin.

Female lawyer thrashes colleague for ‘slander’
A lawyer thrashed her colleague on the premises of the accountability court on Saturday, saying he pointed fingers at her character during a hearing.

It is said that lawyer, Tajammul, made derogatory remarks on his colleague Advocate Nadia’s character during the hearing of a case, following which she caught him outside the courtroom and starting beating him. According to Nadia, Tajammul had also harassed her at various instances.

Police personnel present on the court premises did not help, while lawyers threatened media persons for making a video of the incident.

In August, a heated argument between two groups of lawyers led to a brawl at the premises of Lahore civil courts.

The two groups of lawyers were discussing a case in the committee room when an argument broke out. Eventually, the argument resulted in groups brawling with one another.

A video of the incident also surfaced, in which the lawyers could be seen punching, slapping and kicking one another. Both senior and junior lawyers engaged in the scuffle, which lasted about 15 minutes.

Moreover, some lawyers even resorted to vandalising the area and breaking chairs.

Fake news being circulated about demise of Dr Adib Rizvi: SIUT
The Sindh Institute of Urology and Transplantation (SIUT) on Saturday rejected reports claiming the centre's founder, Dr Adib Rizvi, has passed away.

The urology and transplantation centre issued an official announcement and said, "This is to inform that a totally false and fabricated news is being circulated on social media and text messages about the demise of Professor Adib Rizvi."

"SIUT denies this baseless news," the announcement read.

"There is no iota of truth in the messages that are being circulated," it added.

SIUT also requested that such text messages not be circulated without authentication from SIUT.

Further, the notice said that SIUT is "contemplating legal action under the Electronic Crimes Act, 2016, Section 18 for spreading false news regarding a person".

Law enforcement agencies are to take punitive steps against such people that damage the iconic and respected personality of Pakistan, it added.

Dr Rizvi is is a prominent surgeon who played a vital role in introducing transplant surgery in the country.

SIUT is a hospital that started off as an eight-bed surgery ward in Civil Hospital, Karachi in 1972. But Dr Adib’s care for the indigent patients at the ward and support of the administration resulted in the unit’s recognition as the Department of Urology and Transplantation in 1986.

Five years later, in 1992, the department became an institution and started functioning, offering free-of-charge medical services to people who can otherwise not afford treatment.

Skilled professionals at SIUT attend patients for services including major and minor surgeries, dialysis, transplants, radiology tests and laboratory investigations.

World's first human case of rat disease found in Hong Kong
A Hong Kong man has developed the world´s first ever human case of the rat version of the hepatitis E virus, according to new research from one of the city´s leading universities.

There had previously been no evidence the disease could jump from rats to humans, the University of Hong Kong said Friday, warning the discovery had "major public health significance".

"This study conclusively proves for the first time in the world that rat HEV can infect humans to cause clinical infection," the university added.

Rat hepatitis E virus is very distantly related to human hepatitis E virus variants, HKU said.

The disease was found in a 56-year-old man who persistently produced abnormal liver function tests following a liver transplant.

He could have contracted the illness through food infected by rat droppings, researchers said, according to details of the findings reported in the South China Morning Post.

The man lived in a housing estate where there were signs of rat infestation outside his home. He is now recovering after being treated for the virus, the SCMP added.

The human version of hepatitis E is a liver disease that affects 20 million people globally each year, according to the World Health Organisation.

It is usually spread through contaminated drinking water.

Symptoms include fever, vomiting and jaundice, and in rare cases liver failure.

Rodent problems in Hong Kong have escalated in recent months because of a sustained spell of hot and humid weather.

Hong Kong has been hit hard by disease outbreaks in the past.

In 2003, almost 300 people died from SARS — severe acute respiratory syndrome.

The bubonic plague, carried by rats, swept through mainland China and Hong Kong in the late 19th century killing thousands.

An anti terrorism court on Saturday sentenced former sessions judge Sikandar Lashari sentenced to death.

The former district and sessions judge (Mithi) had been charged with murdering the 19-year-old son of Jacobabad district and sessions judge in February 2014.

Lashari had been serving a prison sentence in Hyderabad jail and was presented before the ATC today.

During the hearing today, the ATC judge sentence Lashari to death.

The second accused in the case, Irfan Bengali, was also awarded a death sentence.

Aqib Shahani, the son of Jacobabad district and sessions judge was gunned down in Hyderabad on February 19, 2014.

7 Palestinians killed, over 500 injured in clashes with Israeli soldiers in Gaza
At least seven Palestinians have lost their lives and over five hundred more sustained injuries when Israeli military forces opened fire on a group of protesters participating in anti-occupation rallies along the border between the besieged Gaza Strip and Israeli-occupied territories.

The Gaza Ministry of Health said in a statement that 14-year-old Mohammed Nayef al-Houm was fatally shot in the chest during “The Great March of Return” protests east of Bureij refugee camp on Friday evening.

The statement added that 18-year-old Iyad Khalil Ahmed al-Shaer and Mohammed Bassam Shakhseh, 24, were shot dead east of Gaza City.

Four others were later identified as 24-year-old Mohamed Waleed Haniyeh, Nasser Azmi Musbah, 12, 18-year-old Mohammed Ali Anshasi and Mohammed Ashraf Awawdeh, 23.

Another 506 protesters were also injured. A total of 210 demonstrators were admitted to hospitals and medical centers across Gaza Strip to receive medical treatment. Ninety people were struck with live bullets. 

Thirty-five children, four women, four medics and two journalists were among the injured Palestinians.

A minor and a young man were taken to hospital in critical condition. Both had suffered Israeli-inflicted gunshot wounds in the chest.

More than 190 Palestinians have been killed by Israeli forces ever since anti-occupation protest rallies began in the Gaza Strip on March 30. Approximately 20,000 Palestinians have also sustained injuries.

The Gaza clashes reached their peak on May 14, on the eve of the 70th anniversary of Nakba Day (Day of Catastrophe), which coincided this year with the US embassy relocation from Tel Aviv to occupied East Jerusalem al-Quds.

On June 13, the United Nations General Assembly adopted a resolution, sponsored by Turkey and Algeria, condemning Israel for Palestinian civilian deaths in the Gaza Strip.

The resolution, which had been put forward on behalf of Arab and Muslim countries, garnered a strong majority of 120 votes in the 193-member assembly, with 8 votes against and 45 abstentions.

The resolution called on UN Secretary General Antonio Guterres to make proposals within 60 days “on ways and means for ensuring the safety, protection, and well-being of the Palestinian civilian population under Israeli occupation,” including “recommendations regarding an international protection mechanism.”

It also called for “immediate steps towards ending the closure and the restrictions imposed by Israel on movement and access into and out of the Gaza Strip.”

LHC’s decision upholding NAB Ordinance challenged in SC
The Lahore High Court’s (LHC) decision upholding National Accountability Ordinance (NAO) better known as NAB Ordinance has been challenged in the Supreme Court.

Lawyers Foundation for Justice has filed the petition against LHC’s decision.

The petition stated that the NAB Ordinance lapsed after the 18th Amendment and thus the Supreme Court should declare LHC’s decision null and void.

The LHC had upheld the NAB Ordinance’s legality while hearing a petition to suspend the conviction of former prime minister Nawaz Sharif, his daughter Maryam Nawaz and son-in-law Capt (retd) Safdar in Avenfield reference case on September 13.

“NAB Ordinance is an effective law,” the LHC had remarked.

“The NAB Ordinance holds and has neither been dissolved nor any changes have been made to it,” the court had stated.

The LHC had further said, “The NAB Ordinance will be effective till any amendments are made to it.”

Chief Justice of Pakistan Justice Mian Saqib Nisar took suo motu notice of private universities across Punjab.

A three-judge bench headed by Justice Nisar heard a case regarding a degree not being given to a student of University of South Asia’s affiliate college.

The bench also directed the Punjab advocate general to submit a report regarding details of universities and affiliated colleges in the province.

During the hearing, a Higher Education Commission (HEC) representative informed the court that University of South Asia made affiliations with colleges without seeking permission.

“An institute should not only be issuing degrees but also have teachers to educate,” the HEC representative said.

To this, the chief justice remarked, “They are defrauding people and have ruined the education system.”

“Since when are these universities operating and how much fees do they charge?” Justice Nisar further asked.

The chief justice then directed that criminal cases should be registered for “opening campuses against the law”. “I will see who comes for their bail,” Justice Nisar remarked.

At least 30 dead, 12 wounded as major quake-tsunami hits Indonesian island
A tsunami caused deaths when it hit a small city on the Indonesian island of Sulawesi on Friday after a major quake, collapsing buildings and cutting off power, officials said, although the exact number of casualties was not clear.

The tsunami up to two metres (six feet) high struck beaches as dusk fell in Palu, a sleepy but growing tourist resort, and the nearby fishing town of Donggala, closest to the epicentre of the quake 27 km away, officials said.

“The earthquake and tsunami caused several casualties ... while initial reports show that victims died in the rubble of a collapsing building,” National Disaster Mitigation Agency spokesman Sutopo Purwo Nugroho told reporters. “The number of casualties and the full impact is still being calculated.”

Sutopo said the disaster caused a power outage that cut communications in Donggala and surrounding areas. The Communications Ministry is working to repair 276 electricity base stations.

Officials said aftershocks, the communications breakdown and the power outage made it hard to coordinate rescue efforts.

More than 600,000 people live in Palu and Donggala.

“The 1.5- to two-meter tsunami has receded,” Dwikorita Karnawati, who heads Indonesia’s meteorology and geophysics agency, BMKG, told Reuters. “The situation is chaotic. People are running on the streets and buildings have collapsed. There is a ship washed ashore.”

BMKG had earlier issued a tsunami warning but lifted it within the hour.

Amateur footage shown by local TV stations, which could not immediately be authenticated by Reuters, showed waters crashing into houses along Palu’s shoreline, scattering shipping containers and flooding into a mosque in the city.

The national search and rescue agency will deploy a large ship and helicopters to aid the operation, said agency chief Muhammad Syaugi, adding he had not been able to contact his team in Palu.

The armed forces and police will also provide troops and equipment to support the emergency response, officials said.

Oil company Pertamina said its fuel depot in Donggala had been damaged in the incident though there was no oil spill. Fuel tanks had shifted in the quake and ship loading facilities were disabled among other damage.

There were no reports of damage to producing oil and gas fields in the area, according to the energy ministry.

Palu, hit by a 6.2-magnitude quake in 2005 that killed one person, is a tourist resort at the end of a narrow bay famous for its beaches and water sports.

In 2004, an earthquake off the northern Indonesian island of Sumatra triggered a tsunami across the Indian Ocean, killing 226,000 people in 13 countries, including more than 120,000 in Indonesia.

Some people took to Twitter saying they could not contact loved ones. “My family in Palu is unreachable,” Twitter user @noyvionella said.

Palu airport was closed.

The area was hit by a lighter quake earlier in the day, which destroyed some houses, killing one person and injuring at least 10 in Donggala, authorities said.

The U.S. Geological Survey put the magnitude of the second quake at a strong 7.5, after first saying it was 7.7.

“Aftershocks are still continuing,” Nugroho said.

“Communication has been crippled at this time, causing difficulties in coordination and reporting with the region.”

Indonesia sits on the Pacific Ring of Fire and is regularly hit by earthquakes.

A series of earthquakes in July and August killed nearly 500 people on the holiday island of Lombok, hundreds of kilometres southwest of Sulawesi.

Qureshi advises US not to lose 'old friends' despite new priorities in South Asia

Foreign Minister Shah Mehmood Qureshi has said the United States should not lose time-tested ‘old friends’ despite changing its priorities and making new strategic partners in South Asia.

Addressing a discussion held on Friday by the Asia Society on the occasion of the 73rd session of the United Nations General Assembly in New York, the foreign minister said that the US and Pakistan needed each other.

“US priorities have changed … it has new friends in the region. But please understand the value of long-standing friendship [with Pakistan],” he said while discussing priorities of Prime Minister Imran Khan’s new government.
“Pakistan and the US can’t do without each other,” Qureshi said. “Have new ones but why loose old friends?,” the minister added. “We need to see how to manage this new relationship [with the US] and expectations.”

About his meeting with US Secretary of State Mike Pompeo on October 2, Qureshi said that he had a realistic agenda for the highly-anticipated meeting. He said the Pakistan-US ties have historically been looked through the prism of Afghanistan. “Road to Washington is via Kabul,” he noted.

In his speech, the minister discussed at length Pakistan’s relations with its neighbours, Afghanistan and India, ties with the US, and the country’s relationship with China, as well as its role in President Xi Jinping’s Belt and Road Initiative.

In response to a question about maintaining a balance while keep strong bilateral ties with the US and China, Qureshi, in a lighter vein, said: “Both are important like a wife and a mistress.” He said China understands the history of Pakistan’s relationship with the US and had no issues regarding this.

Commenting on the Pakistan-India ties, he said he was disappointed by India’s reaction to the olive branch extended by Prime Minister Khan. Qureshi, however, stressed that Pakistan was still ready for talks. “Whenever you’re ready, Pakistan will not shy away.”

The minister maintained that the Indian leadership was reluctant to engage in dialogue with Pakistan due to domestic politics and upcoming general elections in the country.

The foreign minister said the administration of President Donald Trump had the right to choose new partners.

“Today India is their strategic partners. But let me remind you that whenever US stood with Pakistan it benefitted,” he added, referring to the Cold War era and Pakistan’s vital contribution in defeating the Soviet Union in Afghanistan.

Qureshi, however, expressed concerns that the Taliban were regaining foothold in Afghanistan. He said Pakistan had lost the most in the war against terrorism. “We’ve lost over 70,000 lives for this cause,” he added.

The foreign minister said an honest and candid approach will be adopted by the PTI government when it comes to the ties with Afghanistan. The civil and military leadership of Pakistan, he said, was on the same page to address all issues concerning the nation after a long time.

“However, we’ll be careful before committing [to the US administration] because disappointments come when promises are not met,” he stated. “Pakistan desires peace in Afghanistan … it is in our national interest.”

The foreign minister said the newly-elected government of Pakistan Thereek-e-Insaf (PTI) was voted to power for bringing “change and for revising policies and looking at things differently.”

Qureshi said the Pakistani society comprised 65% of youth, a large middle-class, and a sizeable business community, most of them settled in the US, UK and other western countries. He said the overseas Pakistanis, who have experienced democratic norms in countries they are settled in, want the “same thing back home”.

He continued: “Prime Minister Imran Khan has rekindled the hope in youth. They have pinned hopes in the PTI government. People want honest leadership and institutional rebuilding and want to see an end to the dynastic politics.”
